Description
We’re seeking a diligent Permit to Work (PTW) Inspector to oversee the end-to-end PTW process on a large oil & gas EPC project site in Uzbekistan. You will verify permit applications and supporting documents, conduct field checks prior to work authorization, and monitor high-risk activities to ensure strict compliance with the project’s PTW procedure and applicable HSE standards.Key responsibilities:
- Administer the daily PTW workflow (issuance, suspension, extension, closure) and maintain an accurate permit register/ePTW records.
- Review risk assessments and method statements (JSA/JHA, RAMS), verify isolations/LOTO plans, and confirm prerequisite certificates (Hot Work, Confined Space Entry, Excavation, Work at Height, Electrical, Lifting, Radiography, etc.).
- Perform pre-job site inspections and continuous monitoring for SIMOPS, ensuring barriers, gas testing, ventilation, fire watch, and rescue arrangements are in place.
- Validate mechanical/electrical process isolations against P&IDs and isolation certificates; confirm zero-energy state before work starts.
- Conduct routine PTW audits and spot checks; record non-conformities and drive timely close-out of corrective actions.
- Coordinate with Construction, Commissioning, HSE, and Operations to avoid PTW conflicts and manage simultaneous activities.
- Provide toolbox talk support and on-the-job coaching to permit issuers/receivers; reinforce Stop-Work Authority and life-saving rules.
- Compile daily/weekly PTW KPIs and incident learnings; contribute to continual improvement of the PTW procedure.
Minimum Qualification
- Bachelor’s degree or above (any discipline) as a minimum requirement.
- 5+ years of PTW/HSE/Operations experience on oil & gas EPC or plant O&M projects, including field-based permit inspections.
- Solid knowledge of PTW systems, SIMOPS controls, LOTO/energy isolation, and critical work categories (hot work, confined space, excavation, WAH, lifting).
- Ability to read and verify isolations against P&IDs/isometric drawings; competent with gas testing equipment and calibration basics.
- Familiar with ePTW or digital permit systems; strong documentation and auditing discipline.
- Recognized HSE qualifications preferred (e.g., NEBOSH IGC/OSHA 30), plus Gas Tester/Confined Space/LOTO training.
- Willing to work on a rotation at remote site locations; resilient under fast-paced construction schedules.
- Language: Russian or Uzbek language skills are considered a strong plus.
